LocoTech Group proposes to establish a coordination centre on cross-sectoral cooperation in the Far East, which will facilitate satisfaction of business needs in the most effective way. This was announced by the Director General of LocoTech, a member of the General Council of the all-Russian organization Business Russia, President of the Committee for transportation means and components Alexey Belinsky at the extended visiting Committee meeting in Vladivostok.
The participants agreed that nowadays the industrial enterprises of the region have essentially the same goals and objectives - competitiveness improvement of the Far East and the entire country in the Asia-Pacific markets, increase of labour productivity, realization of investment potential. At the same time, the companies are facing similar issues - the infrastructure constraints and labour shortages are among them.
However, the "information vacuum" complicates the interaction between industry representatives. Therefore, the establishment of the coordination centre on cross-sectoral cooperation in the Far Eastern Federal District will increase the efficiency of the dialogue between the authorities and business and would allow rapid exchange of relevant information and experience accumulated. As noted by Alexey Belinsky, it is assumed that the coordination centre, as a not-for-profit partnership of local players, will give the opportunity to organize production facilities and place them in a single database, thereby improving the competitiveness of domestic enterprises, which would reduce specific costs and shift to the use of domestic components.
Another key issue of the meeting was to discuss the problem of personnel shortage in the Far East. There is an ongoing intense out-migration from the region, because of this there is an acute shortage of skilled professionals, and businesses forced to compete with each other for professional workers. All this leads to an artificial increase in wages and enterprise production cost and negatively affects the competitiveness of companies in the foreign markets.
Solution may be to create the internal training system in the enterprises - own training centres with obtaining the educational licenses that would assign the employees a profession in accordance with professional standard and the legal requirements. This will help to fill the labour shortage and gaps in specialized education in the region and, as a consequence, will help to increase productivity. LocoTech Group of Companies plans to open the first corporate centre plans on the basis of Ussuriysk locomotive repair factory. The procedure of registration of legal entity and registration of the necessary documents is now under way.
The extended visiting meeting of the Committee on transportation means and components of "Business Russia" took place in Vladivostok on June 27, 2017. The initiator of the event was the head of LocoTech, Committee Chairman Aleksey Belinsky. The meeting was held with the support of the administration of Primorsky territory and at the promotion of Ministry for the Development of the Far East. This is the first such event for the "Business Russia” format.
The meeting was attended by the Governor of the Primorsky territory Vladimir Miklushevsky, deputy Director General of ANO “Agency for Investment Attraction and Export Support of the Far East” Vladislav Kazartsev, Director General of MAZDA SOLLERS Manufacturing Rus LLC Dmitry Kudinov, Director of the Russian-Chinese JV Ubo-Sumatori Konstantin Gurkovich, chairman of the Inter-Regional Office of "Business Russia" in the Khabarovsk territory and Jewish Autonomous Region Dmitry Rozenkov, regional director for China of the “Agency for Investment Attraction and Export Support of the Far East” Egor Avramov, deputy Director General of Pacific Logistic LLC Maxim Korov, first deputy Director General of ANO "Agency for Human Resource Development in the Far East Pavel Ignatiev, chairman of the Primorskoe branch of “Business Russia” Aleksey Timchenko and others.
Participants discussed the issues of transportation means and components production in Far Eastern Federal District, working personnel training system development, concept of international transport corridors "Primorye-1”, “Primorye-2”, connecting the North-Eastern provinces of China and the Southern ports of the Far East. The priority action programme and plan of work of the Committee for transportation means and components in 2017 has been also laid down during the meeting.
As it was noted during the meeting, one of the strategic vectors of the Far Eastern economy development is the development of transport infrastructure, creation of the new, competitive trans-Eurasian and regional routes. In this regard, the state support of existing businesses of transport machine building may become more relevant, than the construction of new factories. “Production of vehicles and components, transportation sector enterprise and machine building manufactures development is the driver for Far Eastern region development. In recent years, the Russian Far East is developing at an accelerated pace, the cargo turnover rises, the largest enterprises are upgraded. Investment and export potential of the region is huge. Further growth of the industry in the Far Eastern Federal District requires the development of infrastructure, expansion of roads and increase of the capacity of the access roads to sea ports. The dialogue of the authorities and business is very important here, and we intend to propose practical measures to address the pressing issues of the industry,” said Alexey Belinsky.
Resolution, formulated at the end of the meeting, will form the basis for further cooperation of authorities and business, will lift the existing restrictions and develop proposals to improve the existing legislation and the adoption of new legal acts for the development of transport machine building and industry of the region as a whole.
