At the Ulan-Ude locomotive and car repair plant (UULVRZ, a part of LocoTech Group) on April 12 the Quality day has been held. The event was dedicated to the effectiveness of operations of Russian railway locomotive complex.
The meeting was attended by the heads of Directorate of traction of RZD, LocoTech Group, directors of rolling stock production and repair factories. The parties discussed the issues of improving the quality of service and operational reliability of locomotives of the new series.
Director General of LocoTech Alexey Belinsky pointed out that Ulan-Ude LVRZ holds a leading position and ensures the stable operation of the entire Zheldorremmash structure. We expect that the factory will continue to improve the quality and increase the capacity. We actively invest in its development - investment programme for 2017 exceeds 226 million rubles, which is 2 times more than in 2016.
In general, the investment programme for Zheldorremmash factories with implementation period before 2019 is 1.374 billion rubles, investment programme of TMH-Service for 2017 is estimated at 256 million rubles. These funds are planned to be used to upgrade the production facilities. Such significant level of resources is required, as the equipment of factories and depots, which have been handed over by JSC RZD to LocoTech when outsourcing the repair and maintenance of traction rolling stock, is in many respects obsolete in physical and moral terms. Thus, improving the quality of repair of locomotives, including the new series, directly depends on the comprehensive infrastructure upgrades.
During the meeting, the representatives of the Directorate of traction of RZD and locomotive production and repair factories exchanged views on carrying out various kinds of repair of a traction rolling stock, taking into account the qualitative changes in the locomotive fleet, which has been updated by more than one third in 2006-2014 just in the East Siberian Railway. And therefore improving the quality of the repair and maintenance of locomotives on the Eastern Range is one of the strategic tasks.
The event participants made a number of constructive proposals designed to improve the technical condition of the new locomotives and to solve problems in their operation, repair and maintenance. This will ensure maximum control of the products released from the manufacturers and maintenance of locomotives throughout the lifecycle.
Improving the quality of repair is a key task for the LocoTech in 2017, which has been declared the Year of Quality in the company. All enterprises have quality improvement programs approved, a detailed analysis of problematic issues and ways to solve them is performed by each of the enterprises. Best practices of factories and branches are planned to be distributed throughout the network.
